I seemed to have missed this and it’s been on offer since July 2017. Not as good as a VOA but much better than having to physically apply for a visa.

The Australian High Commission and Australian Department of Immigration and Border Protection are pleased to announce that all Indian nationals will be able to lodge Visitor visa applications for Australia online from 1 July 2017.

The fees for the online visa application is AUD 140. As always, make sure your passport is valid for at least 6 months.
